A Step-by-Step Guide to Applying for a DVS PSS Permit

From 28th October 2024, all Heavy Goods Vehicles (HGVs) over 12T must have at least a three-star DVS safety rating or be equipped with the Progressive Safe System (PSS) to operate in Greater London. Failure to comply may result in a penalty charge of up to £550.

The Direct Vision Standard (DVS) Progressive Safety System (PSS) Phase 2 was introduced on 24th June 2024. If you applied for a DVS Safety Permit before this date, you need to reapply before your current permit expires.

Step 1: Check Your DVS Star Rating

Start by checking your vehicle’s DVS star rating. If your rating is less than three stars, you must install a certified DVS Progressive Safe System (PSS) to meet Transport for London (TfL) safety standards.

  • Blind Spot Information System (BSIS) – Detects pedestrians and cyclists in blind spots.
  • Moving Off Information System (MOIS) – Alerts drivers of potential hazards when pulling away.

Step 2: Upgrade with a Certified DVS PSS Kit

To comply with DVS Phase 2, your vehicle must be upgraded with a fully certified DVS PSS Kit.

When submitting your DVS Safety Permit application, ensure you have the following documents:

  • Endorsement Statement: A company letterhead confirming BSIS and MOIS complianceand that the systems are fully operational. 
  • Self-Certification: Certification from the installer or manufacturer in PDF or HTML format. 
  • Contact Information: Provide details of a recognized company representative for inquiries.

Step 4: Submit Your Application to TfL

Once your vehicle has been upgraded and verified, visit the Transport for London (TfL) website to complete your DVS Safety Permit application.

Application Checklist:

  • Confirm your DVS star rating(three-star minimum or PSS installed). 
  • Upload all required documentsin the correct format. 
  • Submit the application online via the TfL portal.

If everything is in order, TfL will issue your DVS Safety Permit promptly.
